Samsung's SV-5000W worldwide VCR overcomes this problem by digitally converting the signal format of any tape into the format you desire.

Worldwide Compatibility:

Equipped with advanced digital standards conversion circuitry, the SV-5000W provides worldwide NTSC, PAL or SECAM playback on any monitor. This means you can playback VHS tapes recorded in almost any country—on any monitor (eg. playback a PAL tape on an NTSC monitor)
You can also convert NTSC (North America) tapes into PAL (Western Europe) or SECAM (Eastern Europe, Russia); PAL tapes into NTSC or SECAM; and SECAM tapes into NTSC or PAL.
Has a worldwide TV broadcast tuner built-in, so you can record any live NTSC, PAL or SECAM broadcast

Diamond Head long life video head system eliminates the need for regular head cleaning. A carbon laminate seals the video heads from dirt and reduces wear, substantially increasing video life.
